Council Members
Care Council membership reflects a wide range of interests in the different fields of social care as listed below:
General Public
Martyn Pengilley
A police officer for thirty years, working in the South Wales area, he has for the last 7 years worked at the national level with different charities, particularly those involved with older people.
For the past five years, he was the co-ordinator of Age Alliance Wales; an alliance of charities concerned with older people’s issues and is now the Welsh policy officer for two UK charities dealing with matters affecting carers.
Representing the voluntary sector and networks of charities, he has advised national groups on equalities; care homes and health and social care matters.
Philip Champness
Philip Champness lives in Cardiff and works as a freelance consultant to public and voluntary organisations, facilitating the development of leadership and corporate governance, and supporting culture change.
He is currently a Non-Executive Director of Gwent NHS Trust, and Chairs the Equality, Diversity and Human Rights Committee and the Health at Work Group. He holds particular responsibilities as a Mental Health Act Manager, and for developing leadership and healthcare standards.
Barbara Roberts
Barbara has worked in the NHS for 26 years, following which she worked as a manager in the voluntary sector, Barbara retired briefly and now works part time for a County Voluntary Council - Association for Voluntary Organisations Wrexham as a Community Cohesion Co-ordinator.
Barbara has always been involved in community matters and has served on the County Council for 10 years at the same time as a community Councillor. Barbara has also served for 3 years on the local health Group and continued for 4 years on the local Health Board.
She is a founder member of the Flintshire Local Voluntary Council a body on which I still serve as a trustee.
