Priorities this year
In 2007, Fulfilled Lives, Supportive Communities set out the vision for social care services in Wales for the next decade. The Care Council’s annual operation business plan sets out a number of important priorities to promote a safe, skilled and sufficient workforce working with vulnerable children and young people and their carers. These include new developments in social work education and training (at both qualifying and post qualifying levels). The Care Council has commissioned a set of annotated bibliographies to support the teaching and learning of social work in relation to children and their families. In addition to this there is work in relation to improving the knowledge and skills of residential child care workers and residential child care managers.
Induction Framework for Foster Carers and Short Break Carers in Wales
Available now to download from the website is the Induction Framework for Foster Carers and Short Break Carers in Wales. The Framework was developed by the Care Council at the request and with the support of the Welsh Government.
See below for the message of support from the department for Health, Social Services and Children. There are three documents for Foster care and three for short break carers.

The message from the Welsh Government is as follows. The Welsh Government greatly values the role that all foster carers play in caring for some of the most vulnerable children in society and being a foster carer calls for a range of skills, training and support to meet the diverse needs of children.
In partnership with the Welsh Government, Care Council for Wales has developed an Induction Framework for Foster Carers. Whilst not mandatory, the Induction Framework and its accompanying guidance and workbooks will be an invaluable tool for carers in evidencing their knowledge and experience, describing the skills and competencies that foster carers should be able to demonstrate. The framework will also assist service managers to audit the skills, knowledge and experience of their new carers and in indentifying any additional development needs.
Each outcome within the Induction Framework is linked to National Minimum Standards for Fostering Services (Wales) 2003 and the Qualification and Credit Framework for Health and Social Care and Children’s Learning and Development, and will provide a flexible way of building up credits that recognises the value and achievements of the foster carers making it easier for them to transfer their knowledge and skills between career paths and providers of education and training whilst allowing them to accumulate credits to meet a range of career and personal development needs.
