Continuing Professional Education and Learning: A Framework for Social Workers in Wales
The Care Council is continuing work to develop the ‘Continuing Professional Education and Learning: A Framework for Social Workers in Wales’ (CPEL Framework).
Between June – September 2011, consultation confirmed extensive support for the draft CPEL Framework. Therefore, the Care Council has worked with partners to develop an Implementation Plan overseen by a CPEL Implementation Group. The membership of this group includes representation from the Association of Directors of Social Services, social workers, local authority and voluntary sector employers, Employers’ National Advisory Forum for Social Work Training, Education sector, British Association of Social Workers, Welsh Organisation for Practice Teaching, Trade Unions and Welsh Government.
The development and implementation of the CPEL Framework has commenced with the Consolidation Programme for Newly Qualified Social Workers. In April 2012, the Care Council is publishing Requirements for the Consolidation Programme. The intention is that the Consolidation Programme will be delivered across Wales from 2013 onwards, i.e., it will be available for those social workers qualifying from 2012.
The next step is to work with partners to develop the remaining parts of the CPEL Framework: the Experienced Practitioner Programme, the Senior Practitioner Programme and the Consultant Social Worker Programme. We have already begun work to agree the learning outcomes for these programmes. Decisions will also need to be made about the best way to deliver the programmes across the whole of Wales and to do that in a way that ensures consistent standards, high quality and accessibility for all relevant social workers.
