Formal review and interim light touch
In 2011 a full, formal review of the Qualification Framework for Social Care will take place and will reflect the new QCF qualifications. Until then, this document has been given a "light touch" update to include essential new information where required.
The Qualification Framework for the Social Care Sector in Wales sets out the qualifications relevant for, and used by, the sector. The Framework was first published in August 2001 following development and extensive consultation over a period of nearly 2 years. The Framework has built on the Welsh Assembly Government list of Approved Qualifications identified for social care and social work posts within service settings and supported through government funding.
The qualifications named for specific jobs within the Qualification Framework for Social Care are, in the main, the new Qualifications and Credit Framework (QCF) qualifications. The new QCF qualifications are 'competence-based' qualifications. They help an individual learn practical, work-related tasks and understand what is required to do a job effectively.
The QCF qualifications are based primarily on National Occupational Standards, which state what a competent individual in a job could be expected to know and do. They are assessed in the work place by competent and qualified assessors. The QCF qualifications attest to an individual’s ability to apply knowledge and values in their work, demonstrate skill in tasks undertaken and therefore demonstrate overall competence. This is clearly important when working with vulnerable children and adults.
Changes to qualifications
After over 2 years of hard work across the UK the Qualification and Credit Framework qualifications for Health and Social care and Children’s Learning and Development were implemented in January 2011. NVQs will still be recognised as valid qualifications within the social care and early years and childcare sectors.
The replacement credit based qualifications will be similar in size, complexity and level to current NVQs.
Credit based qualifications will offer flexibility to learners and employers that provide opportunities to build appropriate skills and knowledge.
