Care Council's Strategic Equality Objectives 2012-2016
The Care Council would like to thank organisations and individuals who responded to our consultation, on our Strategic Equality Objectives 2012-2016.
Comments were received from a wide range of people including service users, carers and social workers, as well as national organisations with an interest in our work.
The Care Council is committed to embedding equality objectives into its business planning and we are currently revising them in the light of comments received.
Our equality objectives and a strategic equality plan will be approved by the Board of the Care Council in May before they are published in June. At that time, they will be available on our website.

The Qualification Framework for the Degree in Social Work in Wales
On 30th December the 12 week consultation on the Rules and Requirements for the Social Work Degree in Wales closed.
This consultation followed a review of the joint Welsh Government and Care Council publication, "Raising Standards; The Qualification Framework for the Degree in Social Work in Wales, 2004".
The review sought to ensure the requirements set for professional social work education are the right ones and that the standards for social work students’ learning and assessment are clear.
The Care Council thanks those that have contributed to the consultation for their involvement . The comments received are being considered and changes to the documents will be presented to the Care Council Board and the Deputy Minister for Children and Social Services in March for final agreement. Full details of the responses and the Care Councils’ response will appear on this website at that time.

Raising Standards documents

This document shows the detailed changes to the Introduction, Welsh Government Requirements for the degree and the Care Council Rules and Requirements. The Assessment Framework has not been included as this is completely re-written.
Raising Standards, with the old Assessment Framework can be found on the Care Council website in the Publications and Resources library. Insert the words 'Raising Standards' in the keyword search panel and select 'Submit'.
Continuing Professional Education and Learning: A Framework for Social Workers in Wales (CPEL framework)
On 16 September 2011, the Care Council concluded a 12 week consultation on Continuing Professional Education and Learning: A Framework for Social Workers in Wales (CPEL Framework).
77 separate consultation responses were received, many of which were on behalf of organisations, teams or workshop groups (so the number of individuals contributing was considerably higher). The feedback was detailed and comprehensive. At its November 24th 2011 meeting the Care Council discussed the feedback received about CPEL and agreed its response and the proposed next steps.
Overall, there is broad support for the further development and implementation of the CPEL Framework. The positives mentioned include:
- The link to a national career pathway with clear progression.
- The potential positive contribution to the development of the social work profession.
- The logical approach indicated.
- Very clear for those entering the profession.
- The flexibility offered by use of the Quality Assured Lifelong Learning pillar of the CQFW as well as the Higher Education pillar.
There are many issues which we need to consider carefully including access to the CPEL framework across Wales and across the statutory, voluntary and independents sectors; resources; timescales; transition arrangements for existing social workers and the potential link to registration.
The Care Council has therefore developed an Implementation Plan and has convened an Implementation Group consisting of key stakeholders. The Implementation Plan takes an incremental approach, commencing with the Consolidation Programme for social workers in their first few years after qualifying. Given the detailed nature of the consultation responses, they will continue to be used as a major resource by the Implementation Group. The Care Council will continue to communicate regularly with stakeholders about CPEL.
